As the Ordinance provides in terms for the surrender of fugitive convicts it is unnecessary to add to the Schedule the Offence of Escape!
But there is one point of considerable practical and local importance to which I wish to draw attention:
The crime of Pirateria jure gentium is not within the principle of Extradition Treaties or Acts, being a crime justiciable by the Tribunals of every Nation, but it would be very convenient if the Governor of Hong Kong possessed the power of Extradition in cases where Pirates having been originally captured by or handed...
